Condemned in Vicksburg, Mississippi

On May 28, a short article in the Vicksburg Post listed six houses that would be razed. The article (quoted below) said these would be the first houses demolished since 2014. I took a quick trip around town to check on the properties and record them before they were gone and forgotten. I have also included photographs of other houses torn down recently.
No. 2511 Cedar Street is a cottage at the corner of Military Ave. and Cedar Street. Part of the building suffered a fire.
The inside was a mess with papers strewn about and an abandoned mattress.
Bridge Street is one of Vicksburg's oldest neighborhoods. It is on a hill just north of the Kansas City Southern railroad cut and south of the hill that one held a water tank, now replaced with a cell tower. Most of the cottages appear to be late-1800s. No. 809 was a cottage made of concrete blocks cast in the form of limestone blocks. The vines were taking over. I spoke to the lady who lived to the left, and she complained about the jungle infringing on her lot.
The inside was a mess, there had been a fire, and some of the roof collapsed. Note the beautiful fireplace tiles. These should be recycled. And notice the lath under the plaster walls. As of June 14, the house is gone.
This is an example of the concrete blocks with a rough texture pattern like limestone. Note that this was hand-mixed concrete that used rounded river rock in the aggregate.
On the lot to the right (east), the cheerful yellow wood house at 815 Bridge burned in 2013 and was torn down.
Heading northeast, 605 Howard Street is a bit hard to find, at the junction of Howard and East Main Streets. This is another example of a condemned house where the former inhabitants may have left in a hurry, leaving possessions behind.
The inside looked reasonably intact.
No. 1633 Jackson Street was a trailer. These are common in the county but rare within the city limits.
Next door, 1617 Jackson Street was almost covered with vines but was not on the demolish list in the Vicksburg Post article.

Stouts Bayou crosses under Jackson Street here, passing through a 1920-vintage brick arch. Much of the riverbed in the bayou needs cleaning and re-concreting, but the City has been unable (or unwilling) to obtain right-of-way for access.
Jumping back to 2014, this was a derelict store at 2728 Drummond, also right next to Stouts Bayou.
In 2015, an old house at 1520 Marcus Street burned. It is another historic Vicksburg neighborhood that has lost numerous houses in the last 15 years.
This church has been at 906 Yazoo Street for many years.
This is the same church in 1996 (from an Agfa Scala slide taken with a Leica M3 camera). This neighborhood is south of Army-Navy Drive, beyond the City of Vicksburg's shops and garages. Many of the houses have been demolished and there simply are fewer residents in this area than there were decades ago.
No. 840 Buck Street is also gone. This is a 2010 photograph taken on Kodak Panatomic-X film with a Fuji GW690II camera.
As I wrote in a previous article, all these cottages on Marys Alley have been demolished. They were in a flood zone and were inundated whenever the Mississippi River rose above approx. 47 ft on the Vicksburg gauge. This is also Panatomic-X film.
No. 1412 Jackson Street was a nice Victorian cottage in another one of Vicksburg's historical neighborhoods.
Finally, I did find one 2015 demolition in my photographs. This was a brick-fronted cottage at 816 Walnut Street. My friends and I saw the tractor at work on a Sunday when we rode by on bicycles.

Among the recent group of demolitions listed in the Post, I missed the house at 1216 Fayette Street before it was razed.

The 2012 and 2016 photographs were taken with a Fuji X-E1 digital camera; the older black and white photographs on film. A few others were from a Nexus 4 phone.


Board votes to raze six buildings

Six vacant and derelict buildings in the city will soon be going down.


The Board of Mayor and Aldermen Wednesday approved contracts with two construction companies totaling $23,150 to raze the houses, which city officials have said are a threat to the health and safety of their neighborhoods.


“All of these houses have been approved by the board for demolition,” said Community Development Director Victor Gray-Lewis.


The six buildings, at 605 Howard St., 1633 Jackson St., 809 Bridge Street, 2511 Cedar St., 906 Yazoo St. and 1216 Fayette Street, are the first to be taken down since 2014.


The board has been hiring private contractors for several years to raze houses targeted by the city for demolition. The companies submit bids on the projects and the lowest bids for each project are selected.


The city at one time used public works employees to take the structures down, and charged property owners a fee based on a combination of the employees’ hourly rate and the cost of using the equipment. The equipment charge was based on a fee scale used by the Federal Emergency Management Agency to reimburse local governments for using equipment to clean up after disasters.


The practice stopped because of an increase of project involving city infrastructure.

Lost flood zone houses: Marys Alley, Vicksburg, Misissippi

As of January 2016, another flood is surging down the Mississippi River. The high water, predicted to be about 52 ft above gauge zero on the Vicksburg gauge, will inundate low-lying areas west of North Washington Street. The 2011 flood reached 57.1 ft, a record, but even at only 44.6 ft, the Kings subdivision, located north of the Anderson-Tully Vicksburg sawmill, is subject to some degree of inundation. As a result, residents of homes built on ground level have often needed to evacuate, and the homes were repeatedly damaged. Finally, many of these low houses were purchased and removed via a FEMA program. As of 2012, all the houses along Marys Alley were gone. Click the link to see an aerial photograph from an older post.
These little houses were pretty rough by the time they had been condemned. I guess they were 1940s vintage, semi-shotgun style. They were elevated off the ground a few feet and probably had survived several high water events. But some other houses in this area were 1960s- or 1970s-vintage with slab foundation. A slab house in a flood-prone area?

These are scans of 120-size Kodak Panatomic-X film, exposed with a Fuji GW690II camera with 90mm EBC Fujinon lens. The camera was tripod-mounted. I scanned the negatives with a Minolta Dimage Scan Multi medium format film scanner.

Hurricane Katrina 10-Year Anniversary - the Lower Ninth Ward

Hurricane Katrina made landfall on the Mississippi Gulf coast on August 29, 2005. It proved to be the costliest natural disaster in United States history as well as one of the 5 most deadly hurricanes in our history. People around the world were transfixed by dramatic television pictures of flooded residents on rooftops and the refugees in the Superdome. They were also amazed at the stupid and inept mayor, who bungled everything. My daughter and I were out of the country when the storm struck and watched the unfolding events on Greek television. As I recall, Greek TV crews were filming and interviewing in New Orleans even before FEMA representatives arrived. Many Greeks have a personal connection with and interest in New Orleans because Greek merchant marine sailors have visited or been stationed there.

I did not have a chance to see New Orleans immediately after the storm but spent some time exploring in 2006, when initial cleanup had begun but little restoration was underway. These photographs will show some of the destruction. We will start with a visit to the Lower Ninth Ward, but first let's discuss the geography of New Orleans and the Mississippi delta.

Many people are still confused about what part of the city flooded and why this happened. Possibly a short explanation will help. Nouvelle-Orléans was founded by the French in 1718. They founded it at a bend of the Mississippi River on natural high ground. I assume they must have learned from experience or from the native Americans which areas were high and, therefore, relatively safe from flooding.

The figure above shows how the city in 1862 had grown but was still concentrated along the bend in the Mississippi River. The view looking north shows Lake Pontchartrain in the distance (from  Illustration from Campfires and Battlefields by Rossiter, Johnson, et al. (New York, 1894), from Wikipedia commons). New Orleans prospered and early in the 20th century, businessmen wondered how they could provide more living space near the downtown. Idea: build levees along Lake Pontchartrain, cut drainage canals, install pumps, and pump out the water. Once the land was drained, the developers cleared out trees and debris, platted the land, and instant suburbia was formed (Gentilly, New Orleans East, and other neighborhoods). The pumps had to be used whenever there was rainfall, and even during non-hurricane storms, they ran continuously to clear out the runoff.

Decades later, scientists learned that land subsidence had been grossly underestimated. Much of the former swamp terrain has continued to slowly sink as the soil dewaters. This is a natural process in all river deltas. As a result, many of the neighborhoods developed after 1900 have settled below sea level. A coworker told me that a common practice every spring was for homeowners to have sand spread over the their house lots to try to combat the settlement. I will leave it to you readers to decide if building suburbia below sea level in an area that needs pumps and depends on the integrity of the levees and on the electric supply is a wise idea.
In the colonial area, the area now occupied by the Lower Ninth Ward consisted of sugarcane plantations. In the late-1800s, house lots were developed along the Mississippi River waterfront (the higher ground). The interior then was cypress swamp, later to be drained and converted to residential. The Lower Ninth Ward has suffered from devastating flooding several times in the 20th century. When Hurricane Betsy roared through New Orleans on  September 9, 1965, with 110 mph winds, a levee breached and the Ward flooded. Recovery was slow, and many of the homes that flooded during Katrina in 2005 were post-Betsy vintage. Forty years later, it happened again. Look at the figure above. The red "+" marks show where the levees or walls breached in various parts of town. Four of the breaks were in the canals that carry pumped-out rain runoff to Lake Pontchartrain. The blue areas show the extent of flooding on September 15, 2005 (map from Dartmouth Flood Observatory, Dartmouth College, Hanover, NH). The French Quarter and the historic Garden District did not flood because they were on natural high ground.
As of late-2006, very little recovery was underway, utilities were still not available, and the area looked like a ghost town. The streets had been cleared, and you could drive around. Grass was growing in the lots. Houses were unoccupied. Some had been cleared out, while others had their furniture and junk strewn about untouched since the water receded.
I did not record the exact location of the photographs. The group of three above are near the industrial Canal. The bridge in the distance spans the canal.
Some houses were untouched in over a year, with rotted furniture and abandoned possessions left unvandalized. Most of these mid-century houses were on ground-level slab foundations, utterly unsuitable for a wet area prone to flooding.
The former resident of this house had a sizable collection of LPs. They were probably playable if removed from their moldering jackets and cleaned. Hmmm, will the data on flooded hard drives be retrievable in the future?
There was a lot of graffiti expressing anger towards various agencies or cities. The reference towards Houston may refer to the fact that the Houston police cracked down hard on criminals who had fled New Orleans. They tried to set up practice in Houston and discovered that the Texas public prosecutors and police were much more strict than they had experienced in New Orleans. Don't mess with Texas was true; they really couldn't get away with murder. It underscores how dysfunctional the criminal justice system was in New Orleans in the years before Katrina.
I was surprised how many crushed cars were left abandoned.

This is just a sampling of the destruction wrought by Katrina. We will explore more parts of the city in later articles.

John McPhee's classic article "Atchafalaya" in The New Yorker is an excellent and readable introduction to why we control the flow of water and sediment down the Mississippi and the interplay with the Atchafalaya waterway.

Abandoned Grand Station Casino and the 2013 Mississippi River crest, Vicksburg, Mississippi

The 2013 flood season in Vicksburg, Mississippi, was notable for two reasons. First, the crest in Vicksburg occurred on May 19 with a height of 44.2 ft on the Vicksburg gauge. This was officially in flood but was well below the 57.10 ft elevation of 2011. Second, the abandoned Grand Station Casino (originally Harrah's) was towed away from the Vicksburg waterfront on Friday, May 18.

Let us go back in history. The casino was built by Harrah's Corporation in 1993. It was the second to open in Vicksburg after riverboat gambling was authorized by state law. At that time, a casino had to be on floating plant, so all the gambling facilities were on a barge made to look like a river boat. The hotel and restaurants could be on land. Harrah's leased land from City of Vicksburg and built a very nice hotel with a walkway to their barge.  According to the Vicksburg Post, the total investment was $30 million.  The facility became Horizon Casino in 2003 when Harrah's sold to Columbia Sussex. Several subsequent changes in ownership led to bankruptcy and an auction of the remaining assets on April 26, 2013. The City will probably never collect years of rent owed on the waterfront land.

This is the view of the Harrah's casino from the top roof of the hotel in March of 1997. The former manager kindly let me go up with some of the maintenance staff and the help of tall ladders. The river was in flood, and the coffer dam was totally covered, so the barge really did look like a river boat moored in the Yazoo Canal.

This is the view of the Yazoo Canal looking north. The water was lapping at the base of the floodwall, and the city workers had put stop logs in the wall. None of the waterfront ramp was visible. See my article on the 2011 flood for information on how the timbers are installed.

Looking south, Levee Street parallels the Yazoo Canal.  The confluence with the Mississippi is in the distance.  The 1997 scene is rather pathetic when you consider what a bustling commercial and industrial port this was one hundred years ago.  Then, you would have seen steamboats, wagons, supplies, timber, trains, shops, and people.

This is the waterfront on May 19, 2013, with the barge gone.  The corners of the cofferdam are visible. Who will pay to remove them?  I assume they are a hazard to navagation.

The shell of the former casino is sitting at a boatyard operated by Keyes Recycling Center, Inc.  Mr. Keyes bought the barge at auction for $10,000. So much for depreciation.

The 1997 square photographs from the roof of the casino were taken with a tripod-mounted Rolleiflex 3.5F camera (Carl Zeiss Planar 5-element 75mm f/3.5 lens) using Kodak Ektar 25 film. This was the sharpest color print film ever marketed.

Update January 2015: The barge is moored in the Yazoo River Diversion Canal neat Ergon Refining; no outward change in status.

Update July 23, 2015: The hotel has been open for about a year under the name Portofino Hotel. It will close this week in preparation for construction of a new casino.
